The Director Pricing, Market Access & Government Affairs will assume responsibility for leading the development and execution of strategies that ensure optimal & sustainable pricing, access and reimbursement through public and private reimbursement systems for the Mitsubishi Tanabe Pharma Canada (MTP-CA) portfolio; lead the preparation of Common Drug Review, Institut National en Santé et Services Sociaux (INESSS) and private payer submissions; develop & manage payer relationships; lead & implement the negotiation of unique, creative, and profitable payer-specific product listing agreements; represent MTP-CA at trade associations tables to help influence the creation of policies that  foster a sustainable market access environment in line with MTP-CA’s core assets in specialty neurology &rare diseases.

 

The incumbent will also establish and anchor the position of the business as a leader and essential partner in the healthcare arena, demonstrating the value of the information and analysis that the business makes available. with the ultimate goal of improving health outcomes: to do so, the incumbent will build close, constructive & sustainable relationships with key health stakeholders, including government officials, members of Parliament and assemblies, legislative bodies, privacy commissioners, professional associations representing doctors and pharmacists and other non-governmental organizations s, patient associations, and research and academic institutions. By creating these alliances, the incumbent aims to advance MTP-CA’s mission and to mitigate any possible threat.

 

A critical success factor of this role will be demonstrating specific competencies through a sound understanding of a complex pricing & reimbursement environment, ability to use a critical thinking approach to influence market access external third-party stakeholders develop and/or implement unique policies in a fast pace paradigm shifting landscape. Demonstrate sound ability in utilizing clinical knowledge, health economic and outcomes research, marketing resources, and leveraging and negotiating the value proposition which may include innovative contract strategy and rebating.  Demonstrate strong strategic mindset, negotiating, influential and planning skills as well as financial stewardship for the company.  Collaborate proactively with Medical Affairs to generate RWE that will lead to improved patient access for in line & pipeline assets. Contribute to high-level, cross-functional and cross-country decisions working with sales & marketing, finance, advocacy, contracting and other internal departments, locally & abroad for in line & pipeline drug products. 

 

The Director Pricing, Market Access & Government Affairs will ensure continuous access of the portfolio in order to guarantee future revenue growth & sustainability.

Responsibilities

  • Lead the development & implementation of the market access unique value propositions for all payer segments to provide optimal & sustainable patient access while working constantly working with ambiguity and complexity;
  • Lead the formulary reimbursement and pull-through initiatives to maximize the growth of the company’s product portfolio, specifically, Radicava IV, Radicava ORS and NeuroDerm;
  • Develop and anchors, in concert with policy experts and MTP-CA leaders, the company’s impact, relevance and value proposition;
  • Position MTP-CA with Canadian policymakers and represent MTP-CA with decision makers and other health care stakeholders;
  • Incorporate extensive knowledge of decision makers & influencers in the reimbursement arena and other key stakeholder segments insights in the development of go-to market strategies, landscape assessment and payer segmentation for in line and pipeline brands to achieve financial targets;
  • Converts customer and/or internal utilization data into tailored financial analysis and leverages that analysis to achieve profitable & sustainable access;
  • Identify changes in policy environment based on strategic business objectives and development to seize critical opportunities and mitigate challenges;
  • Identify key decision-makers and influencers in policy and political space; ensure positioning, challenges and issues are communicated effectively;
  • Ensure Government Affairs’ activities are timed and positioned with market access and other functional areas within MTP-CA to gain leverage, provide a cohesive voice, and ensure a smooth intersection of programs;
  • Collaborates closely with the finance team to provide strategic input into financial planning including the long-range plan for in line and pipeline assets;
  • Engage with clinical, HEOR, market access and commercial global teams throughout the life cycle of drug products to generate a unique value proposition for pipeline and in line product that will lead to optimal and timely patient access;
  • Collaborate with global teams to create an ecosystem that will optimize the value proposition of drug products throughout their lifecycle (P1 – LOE) to provide broad and timely access for patients and maximize MTP-CA & MTP revenue stream
  • Collaborate on an ongoing basis with global teams to create an environment that will foster timely exchange on brand reimbursement strategies, key activities and market access issues to enhance successful and out of the box implementable approaches;
  • Contributes to the design of brand/diseases specific market access channel strategies, tactics, program goals, metrics and tracking tools to provide optimal and seamless patient access to drug treatments;
  • Responsible for development and execution of advocacy strategies and accountable for outcomes;
  • Work with the Extended organization team to leverage global footprint;
  • Work with Trade associations to leverage combined efforts;
  • Maintains current understanding of pricing, private payer and public payer policies, government approvals and reimbursement processes in Canada;
  • Demonstrates a high level of executive presence; utilizes well-developed written and verbal communication skills to communicate critical information to Country Manager, Canada and global senior executives and external stakeholders;
  • Demonstrate strong managerial, coaching and mentoring skillset for direct report (Market Access Associate – Contract)

 

Qualifications

  • Bachelor’s degree required, advanced degree preferred
  • Minimum 10 years of experience in the pharmaceutical/biotech industry with at least 3 years in reimbursement, contract strategy, managed care, sales/marketing or related field
  • Proven experience in the Canadian leading & implementing pricing & market access strategies acrosspayers in complex environments, including PLA negotiations
  • Experience launching products and successfully executing launch strategies and tactical plans
  • Recent in-depth experience with movement disorders, Rare Disease, complex drug delivery systems (e.g., insulin pumps or similar devices), product launches in the Neurology/CNS market space.
  • Working knowledge and understanding of the Pharma industry, broad therapeutic areas/disease states, drugs/treatments, and related regulatory, commercialization and compliance requirements
  • In-depth understanding, experience and existing customer relationships in managed markets  
  • Proven knowledge of market access strategies
  • Leads by example, displaying integrity, collaboration, accessibility, adaptability, sound judgment/decision making, and an entrepreneurial, solutions-oriented attitude
  • Demonstrates responsiveness, attention to detail, and follow-through coupled with ability to prioritize/multi-task effectively
  • Strong financial background and analytical skills; ability to synthesize complex information, distill critical insights to inform commercial assessments, and translate to tactical level
  • Outstanding business case development skills, financial acumen and budget management skills
  • Excellent written/verbal communication and presentation skills
  • Highly proficient in MS Office, particularly PowerPoint and Excel
  • Required to travel to travel up to 30%
